University charter is a system of norms which can regulate and optimize the governance structure. It can promote the university to connotative development. The university can realize the independent management through clear the relations of government and social. Chia’s ancient academy school regulations and the medieval university charter provide the cultural origin for the charter. The charter about the relation between university and government definition originate from the Western university law. The internal organization members’ rights and obligations contain in the ancient academy of China. By the end of October 8, 2014, China has been approved charters of 32 colleges and universities. From the content of the charter, it not only clear the university position, but also define the rights and duties of “decision institution” “administrative institution” and “academic institution”. It also covers the relationship of university 、government 、alumni、 and society. The content of the charter is detailed which has been approved by government, but it also exist some problems such as express repetition, not clear division of powers and the complicated content.We need to avoid these problems when formulate the statutes later. It must more clearly the mission of the university according to their own characteristics and clear the distribution of power among the organizations. On the other hand it also need to balance the relationship between academic power and administrative power and clear the relationship between internal management. Moreover, it need to deal with the relation between university and government smoothly to realize the autonomy. By these ways, the university can play the role of the charter and highlight the school style.
