The Theory, Practice And Reality Pathsto Develop The University Charter In Our Country

The charter of the University is an important part of the Law to teach and an important connotation of the modern university system. A country ruled by law needs a university charter which connects the national education laws and regulations and school rules and regulations to standardize school behavior, define school run organization. Therefore, charter is known as the school’s Constitution to develop, construct and management a school. Some universities in China now are embarking on the development of charter. At the same time, Ministry of Education announced Higher to Develop Charter the Interim Measures to require the national universities to work out the university charter. However, we are lack of systematic research on the theory and practice of the university charter.To define the definition and the role of university charter, this paper analyzes the history of the development of China’s university charter and the current problems, discusses the key problems of the charter in the implementation process, such as internal and external relations, formulation, establishment and modification of the main charter and the basic framework of the university charter. Then proposed realistic choice of the university charter to be developed and implemented. First, enhance the understanding on all fronts. Second, deepen the education management system. Third, government involve in the regulations of university charter. Fourth, academic power in the university management "Reset". Fifth, the establishment of supporting mechanisms and measures to improve the charter is a follow-up to ensure effective implementation of the charter. This paper attempts to put forward the basic pattern of university charter that suits our country’s actual situation.
