Research On Public Service Supply Of Urban Community Sports In Kunming From The Perspective Of New Public Service Theory

With continuous improvement of international status in China, stable andcontinuous increasing of the economy and constant enhancement of living level,people has started to gradually emphasize their own living quality. Constructions anddevelopment of the community has become one of the important contents of socialsustainable development. As the important component of development andconstruction of urban community, community sports has been the dominant trend ofsocial sports development, and the fundamental route of complementation and carryout of National Fitness Program, therefore, the significance of urban communitysports has been emphasized increasingly by the people. As the provider of publicservice, due to various reasons, the government provides seriously insufficientcommunity sports; therefore, diversified demands on community sports service forurban community residence in current phase cannot be satisfied to large extent.Therefore, how to effectively satisfy the demand on community sports service forresidence and how to constantly promote the development of community sportsservice has been an important social issue. New theory on public service is a brandnew public administrative theory constructed by Denhardt couple as the Americanfamous administrations based on introspection and criticism on the defect of newtheory on public service, the core thoughts of which would be strengthen on theservice consciousness, promotion on the democratic participants and the pursuits onthe public interest maximum. The implied concept has important significance ontheory and practice for the construction of public service supply of community sportsin China. Therefore, it shall have active function and value to adopt new theory onpublic service to discuss the public service supply of urban community sports. Theresearch utilized the researching methods including literature materials method,survey questionnaire method, site inspection, logistics analysis method andmathematical statistics. Started from the main components of public service system ofurban community sports: supply objects, supply subjects, supply mode and supplycontents, the essay surveyed and analyzed the current situations of urban community sports in Kunming, in order to objectively reflect the current situations of urbancommunity sports in Kunming, and combined with the core thought of new theory onpublic service, the essay promoted the viewpoints, to provide constructiverecommendations and strategy evidence for the construction of public service systemof urban community sports in Kunming.Research result indicated that:（1）The residence participated in the sportsactivities of urban community in Kunming are dominated by the female. Thedifference exists in the participated groups to some extent due to the different formsof sports activities; The residence participated in the sports activities of urbancommunity in Kunming is dominated by the middle-aging people; the proportion ofretirement people is large in the participants group; the main destination ofparticipating in the sports activities of urban community is body building; thesatisfaction on activity contents, places, relationship and instructors of the residenceparticipated in the sports activities of urban community is relatively high.（2）Themain supply body of public service of urban community sports has been constructeddominated by the government supply, combined with social and market organizationin Kunming urban communities. However, due to the implementation of theadministrative system, and related law and regulations, as well as the not enoughclose relationship among different departments, there is certain impact on theprofessionalization and effectiveness of public service supply of community sports.（3）Public service supply mode of urban community sports in Kunming has been setup basically; however, the supply power of the organization service is not strong. Thesupply mode is excessively simple, without high professionalization and effectiveness.The fund arising of public service supply of urban community sports are excessivelyrelying on the government organization, with extremely simple channel.（4）Community sports activities provided by Kunming community sports association isdominated by large scale of sports competitions and square performance, whichstrengthened the residence sports consciousness to large extent, but with relativelylow participation degree; the places of sports activities provided by community sportsassociation is dominated by community opening place, green place or rent place; theresource of the activities funds of community sports association is dominated by sub-district office funding, unit funding, the funding of community neighborhoodcommittee and other types of sponsors.（5）The main mode to participating in sportsactivities of residence in Kunming is through community sports activities, but theprofessionalization degree of the activities places are relatively low, dominated bysmall scale of sports activities, and extremely simple contents. The participants groupis dominated by middle-aging people, without high participating degree; the places ofurban community sports activities are formed by the assistant from sub-district officeand community neighborhood committee, and spontaneous organization ofcommunity residence.（6）The supply power of infrastructure service of urbancommunity sports places in Kunming is weak and in the shortage, dominated by thesmall scale of sports places infrastructure, supplied by government. The supply powerof society and market organization on sports places infrastructure is weak. Theopening degree of relatively perfect sports places infrastructure in the city for theresidence is low, without full utilization of the sports places infrastructure andresource.
