The scientific research is one of functions in the university and college, college teachers take charge of teaching as well as scientific research.young teachers, as the hope and future of university, are the most important force in the team of college teachers.The research capability of young teachers, which would directly impact on the development and growth of the local university scientific competitiveness.The research capability of local universities, which is the principle part of university in China, would directly impact on the development and growth of the national scientific competitiveness. However, local universities are generally far away from capital cities and metropolis, which represents economic underdevelopment, poor research conditions and awareness, and little academic networking opportunities etc. In this context, building research incentives for young teachers in local universities is of great importance of improving the level of scientific research of young teachers, enhancing the technological competitiveness of local colleges.This paper, taking Western management incentive theory as guide, international training of young teacher and literature of research incentives as reference, X Institute as a case to conduct a questionnaire survey, investigate young teachers from the aspect of basic and research situation, involving young teachers’satisfaction with the current housing, wages,and research environment etc. It summarizes that the research incentives of young teachers in local universities exists the problems of heavy teaching task and low research initiative; uncertainty of young teachers’research direction, and researching with utilitarian tendencies; lack of academic exchanges and fewer training for young teachers; attaching the importance of introduction of young talent but not training. It also elaborate theoretical basis of research incentives from motivational theory, research features of local universities, characteristics of young teachers, and then decide that establishing research incentives of young teachers in local universities must adhere to the combination of material incentives and mental stimulation, the combination of hierarchical incentive and graded awards, and the existence of both of incentives and constraints. It implement hard incentive through policy incentives, evaluation incentives and training incentives, and implement soft incentive through environmental incentives, collaboration motivation and communication incentive, in order to establish research incentives of young teachers in local universities.
