Teaching objectives is the starting point of teaching, and the ultimate goal of teaching, teaching activities play the role of guiding, control, incentives and evaluation. The teaching objectives setting up reflect the regularity of education, stability, planning, and teaching to overcome the blindness and disorder, to effective ensure classroom teaching in an orderly manner. Teaching objectives generation reflects the randomness of education, openness, dynamics, emphasis on teaching democracy, equality, dialogue, harmony, the collision of the teachers and students thinking dynamically generate new teaching objectives, cultivate students’ personality and creative spirit, embodies the spirit and educational philosophy of the new curriculum reform. How will the high school physics teaching objectives be set up, how to generate, how to deal with the relationship between setting up and generating will be long-term teaching problem.With regard to the teaching of Physics, this thesis analyzes target classification theory of Bloom, Gagne, and Wu Yexian, and analyzes four teaching objectives value orientation, goal of universality, generative goals, performance objectives, behavioral targeting. To know teaching objectives development history, it has some reference for the setting up teaching objectives and the development of high school physics curriculum standards. Teaching objectives setting up section, reference and learn from the study of the teaching objectives, the setting up meaning of high school physics teaching objectives, characteristics and significance of high school physics teaching objectives setting up to high school physics curriculum standards, high school physics teaching content, the reality of the students status, teaching environment based on compliance with integrity, hierarchy, the development of specific principle. From the beginning of the teaching objectives, the overall quality of teachers, curriculum and teaching materials, teaching goals angle elastic setting up, proposed four strategic setting up by the teaching objectives, and to help teachers to setting up reasonably able to implement the teaching objectives and promote the effective implementation of teaching. Generate part of the teaching objectives of the meaning generated by the high school physics teaching objectives, characteristics and significance, combined with a high school physics teaching cases from elastic setting up teaching objectives, the overall quality of teachers, teaching democracy, interactive teaching, teaching evaluation of teaching target generation five, stressing that "dialogue","conflict", "scene","Error","accident","experimental" process generates the goal of teaching so that teachers recognize the importance of teaching objectives generated to promote the teaching objectives effective generation, cultivate students’ personality and creative spirit, and promote the overall development of students. Combination of physical teaching case studies demonstrate the relationship between teaching goals generated by setting up, the setting up is generated on the basis of generation, while generation is development and complement of setting up, the two complement each other, and they cannot be biased. We need to correctly handle the relationship of teaching goals and generating so as to promote teachers to skillfully control the physical classroom.
