Language competence plays an essential role in people’s life, study and work. It’s one of the most important abilities of the students and the government pays much attention on it. Language is the most important communication tool and information carrier, is the basic elements of culture and the symbol of the culture, is an important force for promoting the development of history and social progress, and reflects the degree of civilization of a society. At the same time also plays the role of inheritance and propagation. The development of language competence also affects the academic achievement of students. In order to cultivate and develop students’language competence, we must first know the development situation of it, so, we should evaluate the students’language competence.The language ability test cannot do without the real language environment. But the test is time-consuming and laborious in the real environment, aiming at this problem, this study proposed the computer scenario-based method. Most of the current language competence tests are focus on the evaluation of reading and writing ability. In addition to the written language, people can also through the spoken language to express, include listen, say, read and write. The application of computer-based language test is used more widely. The developments of speech technology provide a new way for Human-Computer Interaction. Reduced the difficulty of computer operation and can create the listening and hearing environment.In combination with the voice processing technology including TTS and ASR designed an computer scenario-based language competence evaluation system. Use multimedia technology creates circumstances, from the knowledge, understanding and expression of the language designs the evaluation project. Each project contains a certain task, according to the mission to test the language competence. The interactive way realized a natural language contextualization. It can test the subjects’ language ability from listening, speaking, reading and writing.We also built a test platform which integrated the testing item. Students can take the test by a computer which can connect to the network. The process of the measurement, data collection, display results, analysis and evaluation are completed by computer, which reduced the manpower, material resources and improved the accuracy of the results.In order to check out the test’s applicability two trail tests were made. That selected subjects randomly in Nanjing. After the first test, the items were adjusted. And after the second test, we analyzed the reliability and validity. The results showed that computer scenario-based language competence evaluation system has a good reliability and validity, can applies to evaluate students language competence.
