In June2001, the Ministry of Education promulgated the "BasicEducation Curriculum Reform Outline (Trial Version)" in specificprovision:"from primary school to high school, they should set upcomprehensive practice activities and regard as a compulsory course, itscontent mainly includes: information technology education,research-oriented study, community service, social practice and labor andtechnology education", this is the ministry of education in reference toEurope, US, Japan, China, Taiwan and Hong Kong area, on the basic ofthe curriculum innovation, to establish in a new round of basic educationcurriculum reform put forward by the comprehensive practical activitycourses, in order to pursuit the integration of the curriculum in our countryand catch up with the changes of the course, in order to pursue the globalintegration of curriculum, enhance the healthy individual development ofthe students and explore the value of inquiry learning in the improvementof the students and also in order to overcome the existing problems in thecurrent curriculum system in China. As a comprehensive practical activityis an important course type in the history of the curriculum developmentand the highlight of the new curriculum, it has its unique course value.At present, in primary school, the implementation of thecomprehensive practical activity courses is not optimistic, and compared to the request of "Basic Education Curriculum Reform Outlineā€¯, it existsmany problems, such as "false" courses, exaggerated effect, unevenimplementation, and confusion with school-based curriculum. The mostimportant reason of the optimistic situation is the resources developmentof primary school comprehensive practice activity curriculum whichbecomes a big obstacle in the enhancement of comprehensive practicalactivity courses. In this paper, it will explore the resources development ofthe comprehensive practice curriculum in primary school throughquestionnaire investigation, interviews and literature method. Based on theresults of questionnaires and interviews, it will analyze the primaryproblems and reasons which exist in the comprehensive practice activitycurriculum resources development. The reasons existing in thecomprehensive practice activity curriculum resources development mainlyinclude the weakness of curriculum resources development, the apatheticawareness of curriculum development, the misunderstanding and bias ofcurriculum content and the lack of curriculum implementation protection.The reasons of the problems above are the indifference of the leadershipcompared to the highlight of the textbook, the lack of the course trainingand the integration of the curriculum resources and the lack of externalsupport and the implementation of the curriculum. Meanwhile, there willbe some better suggestions to promote comprehensive practice activitycurriculum resources development in primary school, including improving the consciousness of the leadership at all levels to set up a training systemof comprehensive practice curriculum, organizing a curriculum resourcesdevelopment team to discover school-based comprehensive practicecurriculum, establishing a course management system to make sure theimplementation of the curriculum and building an external support systemto create course resources development safeguard mechanism.
