Research On Long - Term Mechanism Construction Planning Of "Shao Sheng Kuai Fu" Project Based On ZOPP / OOPP

Birth-control policy is a basic national policy in our country. The project of "Bearing less and Being richer" is a specific long-term implementation strategy of Birth-control policy in the west of our country. As a fundamental, long-term national policy, it should constantly sum up experience and constantly optimize the policy to form a stable and long-term mechanism. How to establish the mechanism of "Bearing less and Being richer" project to ensure it works effectively and stably on long-term?The method of Objective-oriented project planning is applicable to the regional economic field. It is an open system, and can be flexibly applied in various stages of the project and the entire process. The method clearly defined and accurately grasped the direction of project management, so that the relevant stakeholders involved in the project can reach a consensus. This method will be applied to the construction of the mechanism of "Bearing less and Being richer" for sustainable development. It can make a comprehensive and accurate analysis of building a long-term mechanism. It also defined the basic work so that the organizational performance can be evidence-based, responsibilities of the inter-departmental be clear, and will be easy to coordinate.It also determined the control scale, the personnel and the financial aspects permissions. The execution of the project has always been around target levels, the direction is clear, and can reasonably avoid the interference of external adverse factors, to make the project be implemented successfully. During the study, the fuzzy AHP method was introduced in the selection of the programs to make improvement.This paper used the ZOPP/OOPP method in building the mechanism of "Bearing less and Being richer". Meanwhile, with the fuzzy AHP method, this paper gave some measures and suggestions about "Bearing less and Being richer" to give reference.
