With the development of economic globalization, competition between countries is becoming increasingly fierce competition in comprehensive national strength and ultimately a talent competition, the national demand for high-level personnel is also increasing, as university teachers tutor important part of high-level personnel training shoulder the important mission. The level and quality of the tutor team to some extent determines the level and quality of students. So even the best of a qualified master instructor should have what kind of abilities and qualities, namely how to master tutor competence in this position, not only affect the overall level of tutor team, but also affect our high-level talent the quality of training. Currently, research competency model has been in the business world has been widely studied and applied, but especially in a relatively small study and application aspects of the university tutor. However, human resource management and application of research concerning the competency model for the study of master tutor competency model provides the possibility.In this study, based on literature, behavioral event interview, questionnaire and other research methods, and with the SPSS software analysis tools, and gradually build a management class master tutor competency model, which has five dimensions form:①moral attitude,②academic research capacity,③teaching coaching skills,゜asic management skills,④basics; and there are several competent in every dimension index. In questionnaires and interviews, based on the understanding and analysis of the current status of the management class master instructor competency, Schools:the perfect mentor system, improve the working environment mentors to achieve academic freedom and improve the overall quality of the instructor team; disciplines:the rational allocation of mentors age echelon, build a reasonable discipline instructor team to create a free exchange of interdisciplinary environmental disciplines; Instructor own terms:to establish the correct position values, enhance the academic and educational levels, enhance their communication and management skills, focusin on ideological training and teaching, a good grasp of the basic aspects of culture.Management class tutor competency model can not only help build mentor to enhance their job skills and qualities, as well as help to improve the quality of training of graduate students and university instructors to improve the system.
