| The talented is the most important resource for the development of economy andsociety. They, with higher abilities and qualities in human resources, have certainprofessional knowledge or specialized skills, carry out creative work and makecontributions to the society.Yunnan provincial party committee and government have always been attachinggreat importance to the talent work. Especially since the first talent workingconference of the province in2004, all departments across the province had insistedon developing Yunnan with the help of science and education and strengtheningYunnan by the talented, grasped them as major strategies that related to overallsituation, constantly innovated leadership system and working mechanism of thetalent work, worked well about talent cultivation, use and introduction. So humanresources had expanded unceasingly, talent working environment had improvedsignificantly, and talent team construction had made a breakthrough. However, atpresent, there is still a gap between the overall level of the talent development and thesocial economic development in Yunnan. Therefore, further developments of talentresource, extensive academic exchanges, and good service works about all kinds oftalent entrepreneurship, innovation and creation based on the province’s overalleconomic development situation are urgently needed to provide more theoreticalsupports and the basis of decision-making. With high political responsibility, stronghistorical sense of mission and the comprehensive implementation, we mustunswervingly promote the implementation of strengthening the strategy of the talentprovince in Yunnan.The thesis is divided into four parts: firstly, the basic theory of talent isintroduced in detail, including the concept and characteristics of talent to deepen theunderstanding. Secondly, talent resources development situation of Yunnan province and each state in the province in2012is analyzed by the use of describing statisticalmethods. In the third part, the core index of the talent resources development in eachcity and county in Yunnan province are sorted synthetically to master the overalltalent resources development situation. In the fourth part, the conclusion is analyzedbased on the above, and feasible countermeasures and suggestions for talent resourcesconstruction of Yunnan province are put forward, such as optimizing the allocation oftalent resources, training high-level innovative talents, creating talent incentivemechanism, coordinating states talent resources development in the province,supporting talents cultivation in remote national regions, etc. |
