The biggest imbalance of Compulsory education is the teachers of unequal. In the vast rural areas, due to the hard conditions, teachers welfare treatment lower , excellent talents are not willing to rural schools, and excellent teachers in-service will also try to leave, This existed for the original structure unreasonable,the lower overall quality rural teachers speaking the gloom. Although the government and various leaders attach great importance to the construction of rural teachers, many times in order to improve the welfare of teachers in rural areas, also took some corresponding measures to guarantee the basic rights of rural teachers, but these measures is still far from meeting the basic demand of rural teachers. The post Rural teachers is not enough attraction. The current rural teachers welfare policy is not for rural excellent teachers stability and added with powerful security mechanism.Meanwhile, in the hard conditions of teachers in rural areas where work earnestly, selfless dedication for the rural education development, their contribution strength. When society has reached the advance of the human civilization and development is inseparable from the teacher of hard labor, large Numbers of rural teachers but not given proper treatment. Thus perfecting rural teachers'social welfare to safeguard their rights, then effectively complement and stability for rural teachers has the vital significance.This paper starts from the social welfare related concepts of rural teachers (including social welfare and professional welfare, teachers' salary welfare, etc.), then analyzes the basic function of teachers' social welfare, theoretically pointed out the social welfare of teachers in rural areas and the construction of teachers' team plays an important role harmonious society construction. The main purpose of study is to solve the question, thus the author selected the world the primary and secondary school teachers in major developed countries, social welfare and characteristics for reference. Also mentioned above, the government has taken measures to ensure the basic rights of rural teachers, but its effect is not very ideal, actually the existing rural teachers social welfare what problems still exist in rural teachers, in work and life what specific difficulties exist?
