Educational public welfare refers to that the educational products and service should benefit all members of the society instead of being monopolized by certain individuals or communities. Our country has implemented the principle of "the county being the main educational investor" in recent years, with the educational management and financing having been entrusted to county . It has alleviated the scarcity of funds for rural compulsory education. However, it fails to solve the current problems as rural funding shortages, low quality of education and the like. Ultimately, the reason mainly lies in that investment system hasn't embodied the educational public welfare, causing educational regional imbalances and the gap between rural and urban areas. County government, as a representative of the public inters in the county, bears the responsibility as financial supporter in the regional educational development. It reflects public welfare in the local elementary education. However, compulsory education is a basic education as well as civic education, and it is a public cause from which the country will benefit a lot. With more people receiving compulsory education, the national overall quality will be improved and it also can promote national stability which is most valuable both to individuals and to the nation as a whole. Therefore, according to the principle of "Who gains, who invests", the investment in compulsory education should be committed by multi-level governments, with the central government bearing the greatest responsibility.This article is to look at the system of "the county being the main educational investor" and analyze its advantages and disadvantages from the perspective of public interest.
