In the Guidelines of the National Program for Medium-and Long-Term Educational Reform and Development (2010-2020), it is pointed out clearly that education plans, teacher-centered; good education is based on good teachers; making teacher qualification strict and enhancing the quality of teachers, a high morality, business skill, high-quality, professional and reasonable structure of the energetic teaching staff. At present, the new basic education curriculum reform is being carried out widely in primary and middle schools, and it is gradually further developed. Meanwhile the topic of teacher training has become the hot and difficult issue in the teacher education theoretical studies and practice exploration. Teacher education gradually presents an integrative trend. In this process which has characteristics of the times, the timeliness and high-quality of teacher training not only affects the high-quality of the construction of teachers in primary and middle schools directly, but also affects the reform of the basic education and the sustained and sound development of the basic education. The timeliness and pertinence of teacher training is the key issue of present teachers'continuing education and is also the basic standpoint of the reform and innovation in teacher training.Establishing a harmonious society is the present theme. Narrowing the gap between urban and rural education can mitigate the corruption in education caused by the shortage of high-quality educational resources; it can bring high-quality workforce to the of economic and cultural development in rural community; it can provide the powerful safeguard for the sustained and sound development of rural community; it is also helpful to the harmonious and development of the whole society. The key of narrowing the gap between urban and rural education is to improve the level and quality of the construction of teachers for the rural areas. The improvement of the rural teachers'overall qualities has become the only way of solving the present problem in rural education. The report of the Communist Party of China 17th National Congress explicitly indicates, "We will strengthen the construction of teachers'team, with the emphasis on improving the quality of teachers in rural areas". According to the indication of the party's seventeenth conference, the government formulates and releases a series of laws and regulations, which are all reflect a core intention—improving the quality of teachers in rural areas. For example, "special position project of rural teachers in compulsory education", "Modern distance education project in rural areas", "The teachers in the town support the teachers in rural areas", "EDM (Master of Education) teacher training program in rural schools", "Free normal students" and so on. The above policies discuss the improvement of the rural teachers'overall qualities in two ideas and two ways. One is "Hemopoiesis". That is, in the present situation, by the quantitative changes of improving each in-service rural teacher's individual quality so as to improve the rural teachers'overall qualities—the qualitative changes; the other is "Blood transfusion". That is, a lot of high-educated, higher academic title, high-quality teachers are sent to the rural schools so as to change the composition of rural teacher staff. But no matter "Hemopoiesis" or "Blood transfusion", in order to change the "blood quality" of rural teachers, rural teachers need update their own "blood" in the process of their profession. This research is based on the improvement of the "blood quality" of rural teachers. The current situation of rural teachers'training is learnt, the problem is discovered and summed up and some suggestions and countermeasures which are combined the predecessors" research results and the author's own ideas are put forward in this thesis.Xi'an is regarded as the culture center of northwest district. It is also a district where has higher developing level of education. However, behind the prosperity of education, the gap between urban and rural education can not be avoided. The key one of the reasons is the teachers'quality. In this research, the rural teachers in Zhouzhi. Lantian, Gaoling and Hu county which have more rural population in Xi'an are selected as the research sample. The theoretical research and empirical research are adopted to explore the hurdles and obstructions in taking part in the teachers training and to excavate the training wishes and demands of rural teachers. And then various rural teachers'training patters are recommended in this thesis. Some suggestions on the formulation of training policy, the fulfillment of the government's responsibilities, the formation of training mechanism, the construction of the trainers and the improvement of the training contents are raised in this thesis.In short, the researcher hope that this research can be helpful to improving the timeliness and pertinence of the rural teachers" training in Xi'an and can be referential to the relevant research.
