In the age of knowledge, economic and social globalization, competition in comprehensive national strength between nations is increasingly reflected in the competition of talent. The personnel training rely on education. The elementary education is the relying of people to learn cultural knowledge systemematically. Suhomlinski said:"Without the community first, the high pedagogy literacy of family, then no matter how much effort teachers have paid will not receive the perfect results." So, family education is important to the growth of children. The parents are the subject of the family education, the level of family education is restricted by the quality of parents. Parent education is to educate parents to master the knowledge, methods and skills of educating their children, so as to enhance their quality of parents, help them to be competent "parents." Therefore, the social significance of parent education is significantIn our country, parent education has a long history, be traced back to the Shang and Zhou dynasties. In the "Moderation", "Book of Songs," "Book", "University", "The Analects of Confucius" and "Mencius" and other historical books, there are narrative about the parent education. At present, our country also paid more emphasis on parent education, and published a variety of policies. At February 26,2010, the National Women's Federation Joint Ministry of Education, the Central Civilization Office and other six ministries in Beijing issued a "guidelines of the National Family Education ". It focused on the education of the parents whose children are 0-18 years of age, so as to improve the ability of raising children. It provides a real guarantee for the implementation of parent education.However, the situation of parent education in Rizhao City is the cause for concern. This paper uses a case study method of qualitative research to investigate the implementation of parent education in Rizhao City. Based on all relevant information which collected by interviews, observation, questionnaires, literature to analyze and sum up the difficulties which constraint to carry out parent education in Rizhao City. Based on the analysis of difficulties and relevant information to put forward the strategy that can break the difficulties of hindering the implementation of parent education in Rizhao City.The first part of Paper elaborates the parent education is a social corner that cannot be neglected. It illustrates the importance of parent education and the significant of the search from three aspects:What is parent education, the research result of parent education has received the social significance of parent education. The second part is based on the interviews and research to analyze and summarize the dilemma of parent education in Rizhao. There are seven areas:the management absence of parent education, sluggish mechanisms, and the vague subject, and insufficient fund, shortage of teachers, single content and form backward. The third part is to put forward the strategies of cracking the difficulties that hinder the implementation of parent education in Rizhao City on the basis of the interviews, research and the analysis of predicament of parental education. The innovation strategies include:perfect the system of parent education, smoothen the mechanism of parent education, explicit the subject of parent education, prepare the funding of parent education, train the teacher of parent education, enrich the content of parent education and innovate the forms of parent education.
