To speed up the reform of college education in the 21st century, August 2002, the National Department of Education issued "National Ordinary College Sports Teaching Instruction Summary" and implemented the"outline"to ordinary university in the new semester of 2003. The "outline" makes clear requirements in terms of sports course nature, curriculum design and structure, course target, curriculum content and teaching method, curriculum evaluation, and puts forward "health first", "lifetime sports" guiding ideology, which is the important basis for the formulation of college physical teaching program at present stage. Among them, article 9 put forward that give full play to the teachers leading role and students subject role, advocate the open and inquiry-type teaching mode; under the guidance of the teachers, students have the right to independently choose the course content, the teacher, the degrees of freedom of the class time, namely the "triple independent" principle. This new type of "triple independent" elective course teaching mode has its own characteristics compare to traditional one. It is "people-oriented" and can give students more time to study and independent innovation, strengthen the communication between the students, which can not only improve bodys quality, but also benefit the students'psychological health, social adaptation ability and their personality development. Modern higher education advocates quality-education, the physical condition directly affects students other quality. Since the college sports makes an important role in college education and cultivating high-quality talents, college sports teaching must change the past teaching concept, intensify efforts to promote the reform of college sports teaching mode, to realize a good combination between sports education and health education.This paper gets the following conclusions: First, according to survey, the "triple independent" elective course teaching mode and network course selection mode have been adopt since freshman grade in some ordinary colleges in Shanghai. Second, college sports course, though many, are not to students'liking. Some hottest emerging sports should be introduced. Third, some schools still not fully implement the "triple independent" elective principles and just started one or two principles. Independent choosing teacher is rarely implemented in schools. Fourth, studies found that the factors affect the teaching quality of sports elective courses are: location and equipment shortage, poor sports foundation of students, low study enthusiasm, inappropriate teaching means and teachers individual ability, etc. Fifth, there are still some unreasonable aspects in the sports evaluation system, which only include some traditional summative assessment by teachers. So this system can't reflect students learning progress and their degree of participation.
