In recent years, with the prevalence of the new public management theory about "set 'customers'(the people) Value-oriented government" and the deepening of China's administrative system, our system of local government performance assessment,as an innovative and effective management of administrative tool,is more and more important. So there are a lot of different local governments using innovative and different methods of assessment.Popular in the field of business management 360-degree assessment techniques, so some local governments put such a method into the public administration performance evaluation system. In this paper, the main research methods are literature research and empirical analysis.We draw a large number of domestic and foreign monographs, periodicals and survey data, and studied government performance assessment combination of Wuhai City,Inner Mongolia Autonomous Region. And we proposed some countermeasures and suggestions to complete this assessment model.Purpose of this paper, first is to provide some reasonable technical methods proposed for optimizing the performance evaluation of local government. The second is to provide effective help a little to improve the management of our overall level of local government.In this article, first, we introduced the 360-degree performance appraisal method and the status of our local government performance assessment. The second, we introduced the sector's performance evaluation programs and assessment procedures about Wuhai City of Inner Mongolia, on a 360-degree evaluation of the municipal sector in the use of performance assessment carried out detailed analysis.Finally, in order to make 360-degree evaluation in local government performance evaluation can be further improved and standardized, for the appraisal appear in the process some problems and deficiencies, this paper proposes a number of innovative proposals and measures.These include, assessment legal way; to improve the examination system of evaluation criteria; to strengthen pre-training assessment, optimization of assessment personnel structure and improve the quality of examination personnel; full use of information network technology, the establishment of electronic government performance evaluation system; perfect reward and punishment system Evaluation of the orientation of expression.This paper concludes with a few new ideas that the Government Performance Evaluation is not only a management problem, but also a political issue, simple solution from a management point of government performance is the practice of temporary solution, only from a political perspective to consider this issue can fundamentally solution to this problem. Only changed the concept to people's interests first, our government is based on performance evaluation to the people-oriented, our government can manage a service-oriented government.
