| In recent years, with the socialist market economic prosperity and the further deepening of the country's political reform, reform of the economic system and the cadre and personnel system, the political character of the demobilized officers employment is being increasingly incompatible with the characteristics of the current employment market, the demobilized army cadres are facing more and more difficulties in the job market which directly affects the cadres of the troops serving the ideological stability and the building of national defense and has caused some social instability. For quite a long time, the military sectors have study more in the field of resettlement of the demobilized servicemen, however, an expansion is needed in the further study of the depth and breadth of the employment for demobilized military cadres. The discussion of the current difficulties in the employment demobilized officers and their solutions are highly oriented and practical which deserves more attention.On the basis of the social and social role theory, employment and the employment market theory, public products and other related theories, this thesis gives a brief review of the history of the retired military cadres employment in our country, analyzes the current situation of the difficulties in the employment demobilized officers and the reasons, makes a comparison in the experience of solving the problem of the retired officers both in home and abroad and offers a certain operational measures to address this problem.The full text is divided into six chapters. The first chapter deals mainly with the research background, the significance and the methods. The second chapter reviews the literature and documents, defines the relevant concepts and sorts out the associated theory. The third chapter briefly reviews the three historical stages in the employment of demobilized cadres in our country, analyzes and sums up the basic features, such as having a strong political sense in nature and being left all down to the country. Chapter 4 focuses on the current situation of the difficulties in the employment demobilized officers and the reasons, mainly ("five pairs of contradictions") including: the weakened ability of the government in receiving and resettling the demobilized officers, the contradiction between supply and demand of human resources structures, the contradiction between the command talent configuration and the market mechanism, their conditions being not suited to market requirements, and the self reliance security measures being not practiced, and offers the reasons from the points of structure, public product attributes, roles change, macroeconomic environment. By introducing the retired officers employment system of the United States, Russia, Germany, India and other countries of different development degrees, Chapter 5 sums up the main features of their solutions to the problem and come to the conclusion of taking a job, taking the market, strengthening the training. In the light of China's national situation, Chapter 6 suggests concrete measures and methods such as it should start from the mining potential of the army's own, be strict in promoting professional officers, raises the basic quality of the military cadres, reduces the number of demobilized cadres, strengthens vocational training of officers to enhance adaptive capacity for a second career and optimize the allocation of market demobilized cadres. |
