Outside The Party Cadre Selection

Observed from the theory on human resource of the public sector, the fundamental object of modern organization is to promote the organization's capacity of sustainable development and strategic realization. In this process, human beings play a decisive role. Mao Zedong had said, "The cadre is the decisive factor after the establishment of the political route." As an important part of Chinese cadre contingent, Cadres outside of the Communist Party have done great contributions to China's political, economic, cultural and social construction for a long time. Cultivation and selection of a large number of cadres outside of the Communist Party is the requirement of multi-party cooperation and political consultation mechanism with the leading of Chinese Communist Party, the requirement of carrying out the talents strategy for powerful nation, and the requirement of strengthening the nation's overall strength and international competition power.However, to some extent, the present work for selecting the cadres outside of the Communist Party can not adjust itself to the current situation. Most of these cadres are assigned with the political purpose or with little authority. As a matter of fact, there are phenomena of speaking foremost, selecting secondary, and using disconnected in the process of cultivating, selecting and employing the cadres outside of the Communist Party.By applying the theory on the human resource management to the study of the work for selecting the cadres outside of the Communist Party and to the analysis of the phenomena of the division of the Organization Department and the United Front Work, of preparing but not using in the cases of some regions, this thesis aims to explore the common questions, proposes the strategies for solution, thus it can make the work of selecting the cadres outside of the Communist Party develop further, increase these cadres' enthusiasm in participating in the building of democratic politics, promote the construction of the political civilization of China's socialism, and accelerate the process of China's democratization.
