The Political Apathy Of The Villagers In The Rural Community Governance Causes And Countermeasures

Along with the new rural reconstruction's gradual development, the countryside community already became the future direction to which the rural community develops, the measure of countryside governing also reformed from original "villager self-administration" to "the modern community governs". The construction of "Four democracies" will also be promoted to the top level, which includes democratic election, democratic management, democratic supervision, democratic decision-making. Rural community's government also further expands by optimizing the authority assignment, keeping in balance and exercising the system to be more perfect, in this process, human is the most important factor. As the main body and object of countryside community, the villagers face role transformation; only when the villagers develop fully and become "the social person" and "the rational person", can they participate in countryside community governing well. Saying from the widespread significance, villagers' positive participation has decisive function and significance to the modernization, democratization and harmony of countryside community. However, the villagers in current Chinese countryside generally hold the negative attitude to the democracy.In this essay, a survey was conducted to investigate the participate extent of community governance in Hunan rural areas. On the basis of the rational analysis, some corresponding policies were proposed. Facing to the modern managing system, the countryside community doesn't have a mature supportive participating environment, and it is also lack of relevant modern economic basis, political tradition, cultural environment or social atmosphere. At the same time, the villagers' political rationality is not enough to figuring them to be the modern politic civilians. In relevant, the multi-managing system of setting up some non-politic organizations such as the board of administration in the countryside is not mature either. As a result, the contradiction between the countryside and the politic transition came out which featured as the civilians' non-rational minds and even protesting actions when making election, government supervision and political decision. The above actions have holdback the countryside community managing seriously, leading directly to slowdown the new socialist countryside construction. To deal with these problems, we need to work with the democracy construction in the countryside community firstly, then to regulate its self-managing system, to improve the participation mistakes during the community managing, as well as to enhance the community economics to provide the managing material basis. After all, improving the countryside community's education can help a lot to shape the new generation in the new socialist countryside construction.
