Along with the development of social economy and public reconstructure, public service procurement has been playing an important role for government to provide public services. Based on the model of Public-Private Partnerships (PPPs), government has transferred its role as a purchaser, manager, supervisor and inspector. Enhancing the state public management capacity has increasingly been necessary to realize the PPPs effectiveness. This thesis will illustrate the existed management problems in the purchasing of services for the disabled. Concerns with the disabled are one of the most important part of the concerns with the people's well-being. To meet the growing material and cultural needs of the disabled, the governments at various levels have actively released preferential policies, launched service projects, and adopted the measure of services procurement. However, due to the special group features of the disabled, it has aroused a lot of service quality problem affecting the effectiveness of PPPs, which include target offer, cost virtual high, efficiency comparatively lower, quantity decreasing and so on.This thesis will take example of the project from Shanghai Municipal government in 2006, "The accessibility of information communications services for hearing or speech impaired" and "The healthcare aid for the unemployed handicapped". It will further analyze the current phenomenon of service for the disabled by the survey and interviews. It will then put forward the obvious problems in these service projects, such as the lack of ability, the shortage of motivation, the barrier in feedback, ineffectiveness of the supervision and etc. The thesis will continuously analyze the major causes leading to the current service problems such as the government and government officials' lack of expertise, the difficulty in controlling the quality and quantity in the service projects, the unpredictability of the externalities' affects, the immateriality of the feedback and supervision mechanism.By contrasting with comparatively mature foreign service model for the disabled, this thesis will continue to propose measures of strengthening procurement management in service for the disabled, properly making policies and selecting partners, strengthening supervision and feedback, improving performance appraisal system, etc., which aim to further raise the services quality, efficiency, effectiveness and responsiveness, and to ensure the protections of the rights of people with disabilities.
