Harbin City People's Congress, The Legislative Process Research

Local legislation as an important component of China's socialist legal system is not only related to the unification of state laws and the perfecting of legal system, but also local plays an important role in economic development and social harmony and stability.Harbin City People's Congress has made the great contribution in the construction of the 's legal system, the formation of legislation theory , the perfecting of legislation technology and the development of the social and economic construction through local practicing for more than half a century in Harbin. This article analyses the Harbin City People's Congress's local legislation from diverse arrangement of ideas and angles ,the meaning and content of the local legislative power ,and the local legislative advantages and disadvantages though comparing the local legislation between the economy flourish city and the economy fall behind city.With the angle of historical development,this article give a review of the evolution process about local legislation of Harbin City People's Congress and its Standing Committee, and summarizly sum up the development situation and achievements.To study the problems of developing the authority to supervise of Harbin City People's Congress Standing Committee,we need know about its current situation of supervise . Through comparing and analysing the implementation of the authority to supervise,we can find out some successful apocalypses to help Harbin City People's Congress Standing Committee promote the authority to supervise.Finally, the author bring forward the concrete countermeasure and assume to improve the personnel construction of the local people's congress standing committee members,to innovate the pattern for the local people's congress standing committee discussing local legislation,to build the mass and effect appraise system of local legislation,to establish the legal supervision democratization mechanism ,basing on building and improving the legislative power and the authority to supervise of Harbin City People's Congress and its Standing Committee. Of course, the realization of these recommendations as well as the establishment and improvement of the system needs a step-by-step process.
