The socialization of the catering security system in army means thatthe army, which is actively led by the govemment under the conditions ofa market economy, breaks the closed system to take part in the socialdivision directly. Separating part of the security functions whichoriginally belong to the quartermaster department, referred to the localcommunity to accomplish. In this way, we can take full advantage ofcommunity resources and adapt to the military construction. Along withthe socialization reform of the catering security system going deeply,some deep-seated problems are gradually revealed, which restrict thefurther development of the reform. In this regard, it's necessary tostrengthen the study and understanding of the reform. According to thereform practice of different social units, we should sum up experiences tothe theoretical level to guide the development of the reform. Based on thedevelopment, we can promote the theories mature, and ultimately guideand push forward the further development of the socialization reform ofthe catering security system.Based on this specific context, this paper, taking the point of theurgent needs of practice and the theoretical development, first analyzesand sums up the meaning and characteristics of the socialization of thecatering security system in army. It also makes an analysis of thedifferent roles performed by govemment, army, and enterprise in thissystem, and proposes the targets and principles of this reform. Then itmakes a research of the present situation and existing problems of the reform, as well as a thorough analysis of the internal factors and extemalenvironment which affect it. Also the reasons for the existing problemsare found: theoretical research is lagging, politics and regulations areimperfect, macro-control is weakened; functions of the departments arechanged, the reform measures are not suitable, the practice motivationsare in-sufficient; the degree of market oriented economy is low, thehighly qualified enterprises are less, and the price of transaction is high.In this regard, this paper proposes four possible strategies to deal withthem: it emphasizes to thoroughly explore the characteristics and laws ofthe socialization reform of the catering security system in army, and theoverall planning and macro-control capacities should be improved. Itemphasis the issue of reasonable resolving the determination of cost andthe compensation of expense, and it gives a model of the determinationof cost based on the economic and mathematical theories. It emphasizesthat it is necessary for us to establish a perfect system of politics and laws,to create a good external market environment, to establish a goodstrategic partnership, to resolve the problem of arranging the redundant,to realize the shift of socialization, and to change functions in order tocarry out an effective supervision. All of these will improve the furtherdevelopment of reform as a breakthrough. It emphasizes that it isnecessary for us to establish and the management and supervisionmechanism, evaluation of the effectiveness mechanism, informationfeedback mechanism and risk prevention mechanism, and all thesemechanisms will improve the overall operational mechanism.
