The Straits of Malacca is an important SLOC (Sea Line of Communication) connecting Indian Ocean and Pacific Ocean. It's of vital importance to the development of trade and economy of East Asia and the World, the unhindered transportation of energy such as Oil, the sovereignty of costal countries, the interest of users as well as the regional stability and prosperity, which has been manifested many times in history.It's necessary to establish a security regime to safeguard the Straits of Malacca in view of its importance. Theories of International Regime, International Security Regime and Cooperative Security are the starting point of this article. The Security Regime on the Straits of Malacca means principles, norms, rules and procedures recognized and accepted by members with regards to non-traditional security threats. And Cooperative Security is a mode to establish security regimes.It's necessary and possible to establish the security cooperation regime on the Straits of Malacca. Necessity means it's urgent to safeguard the straits, because it's difficult to conduct security cooperation in traditional security domain while non-traditional security threats are becoming worse. Possibility means the conditions of establishing security cooperation regime are almost prepared with the absence of mutual-trust.The Security Cooperation Regime on the Straits of Malacca includes principles, norms, rules and procedures; and it has four levels, including the security cooperation regime between costal states, the security cooperation regime between user states and costal states, the regional security cooperation regime and the professional guidance from IMO and IMB. Cooperative Security is the best choice for to establish the Regime.The construction of the Security Cooperation Regime on the Straits of Malacca is a gradual process. It should keep on regarding the security cooperation regime between costal states as the core, taking the exploration of suitable cooperation regime between user and costal states as the breakthrough and regarding the regional security cooperation regime as the direction. China should also take part in the construction actively.
