Being the negative reflections of the various factors such as social politics, economy, culture, and morals, the phenomenon of corruption is endangering the healthy development of society and economy. Almost all the past rulers paid great attention to strengthen the management and control of the government officials in feudal society. Legislation of punishing corruption was one of the important means. Tang Dynasty, which pushed Chinese feudal society toward the highest prosperous point of the dynasty, not only had carried on a great deal of explorations and practices in the legislation of punishing corruption , but also had formed a whole set of mechanism of punishing corruption having overall contents, and tight structure.The emperors of Tang Dynasty in the early stage had summed up historical experiences on the basis of the previous acts on the criminal of their officials taking bribes. They made criminal actions and legal requirements in details. The law of Tang Dynasty had several forms such as regulations, orders and so on . Its tight structure of detailed rules were important characteristics in legislation of punishing corrupt officials. The law of punishing corruption in Tang Dynasty presented three important characteristics. They are wide scope, accurate characterizations and strict law enforcement. However, it still could not escape from the social regular pattern which was a honest society from the beginning but turning to a decayed society enduring one dynasty. The reason lied mainly ceremony conflicting with the law in the feudal society, and often in ceremony to law; Absolute monarchy system that will transcend the sovereign law, the legal authority reduced; Too many law privileges granted to the government officials in contradiction to the law itself. For these reasons, the law is not easy in practice. Often the emperors of the preceding stage could rule the society relatively honestly, while during the later period, the emperors always immersed in the enjoyment and relaxed the penal corruption efforts.
