It is an important problem for officials to commit crimes of corruption in the Tang Dynasty.As the centralized embodiment of the principle of "severe punishment",it is necessary to discuss the system design and actual operation of the system.As a non-compulsory means to prevent and cure crime,public opinion restraint has provided a new angle of view for the prevention and cure of crime in Tang Dynasty.Therefore,this article intends to collate the imperial edict and cases of the Tang Dynasty,to explore the system of the Tang Dynasty and its actual operation The author also chooses Lingnan,Jiangnan,Guanzhong and Jiannan as examples to compare the characteristics of the corrupt officials and the behavior of the incorruptible officials.And from the Tang Dynasty Official Hall Wall Record,The people beg to stay and the moral administration tablet three aspects,discusses the public opinion restraint which the official,the people and the government constituted together,thus inquired into the Tang Dynasty about the official crime dirty prevention idea design and the actual effect.From the system design,the system reflects the attitude of the Tang government to the officials committing the cirmes of corruption and the central intention of punishing corruption.From the practical operation,in practice,the system can promote the officials to report the officials who have committed the cirmes of corruption against the corruption,but sometimes it deviates from the original intention of the system because of the factors such as the attitude of the emperor,the status of the officials and the political struggle.However,there were different characteristics in the special areas where officials committed crimes of corruption in the Tang Dynasty.For example,there was a close connection between the corruption committed by officials in the Lingnan area and overseas trade,and the crimes committed by officials in the Jiangnan area were related to the economic development in the south of the Yangtze River and the change of officials’ salaries in the late Tang Dynasty,guan-nei and Gyeonggi Province show the characteristics of Corrupt officials positions compared with Jiannan-dao,which is related to the special position and position of the officials in Gyeonggi.The reasons of local officials committing cirmes of corruption are complicated,and the few honest officials within the group of officials have short-term prevention and cure effect,but are still insufficient.In addition,the public opinion restraint of the corruption committed by the officials in Tang Dynasty is composed of the officials,the people and the government,and has the unity.Although the wall records of the official office in the Tang Dynasty were helpful in theory to dissuade corruption,they actually contained officials,and the actual effect was limited.On the basis of the truth of public opinion and the truth of the monument to the achievements of an official,the popular plea for officials to remain in office and the moral administration tablet are beneficial to the prevention and treatment of the Corrupt officials,otherwise they are not.Behind the restriction of public opinion,which is made up of the three sides,there are some system traces and problems such as the local examination system,the term system and the system of giving instructions.In short,the Tang Dynasty continued to attach importance to the prevention and treatment of corruption committed by officials,the government,officials and the people all made efforts,the actual effect of the internal self-restraint of officials is the most weak,the reason lies in the "golden mean" of officials.
