Thinking About The Reform Of China's County-level Government Agencies

The development of government apparatus is the process of constant reform and perfecting, which is affected by factors of society, politics, economy, etc. Economy decides superstructure. When it develops to a certain extent, it makes new demands to government apparatus which represents superstructure. With the development and progressive establishment of the market economic system, the country has been adjusting and reforming government apparatus, of which the county-level government being the center and of great difficulty. Situated in the place between urban and rural areas, the county-level government connects macro and micro management, direct and indirect management and urban and rural areas' management And it has the biggest drawbacks—too large apparatus, too many staff, serious bureaucracy and participation of government in enterprises' affairs. Since the policy of opening and reform was carried out, the county-level government had four times' reform in 1982,1993,1998 and 2003,and it got some achievements.Guided by today's theory of administrative reform, using study method of combining history with reality, theory with practice, and methods of case study and example analysis, this paper studies the four times' reform, synthetically analyzes the problems and reasons, supposes ways of deepening the apparatus reform and therefore deepens people's theoretical understanding, guides and promotes reform of the government apparatus.In section one, the author analyzes necessity of the county-level government on the basis of studying the operation of it. From view of administration, the county-level government has characteristics of being of basic level, integration, comparative independence and involving agriculture. Its role in stabilization and control can not be replaced when dealing with public affairs and materials supply. But its large apparatus, undefinite functions and low efficiency are divorced from the development of economy and society. The reform of the county-level government is conforming to demands of establishing new system of socialist market economy, perfecting system of socialist administration, and the country's ruling and administration according to law. It is of vital importance to the construction of political power at grass-roots level and consolidation of the Party's ruling base. So it is of great significance.
