Since the reform and opening up,with the development of socialism with Chinese characteristics,seven large-scale government institutional reforms have been carried out in history,and each reform has achieved a worthy achievement.In February 2018,the Third Plenary Session of the 19 th Central Committee of the Communist Party of China was held,and a new round of reform of the party and state institutions was reviewed and passed.Subsequently,my country’s eighth institutional reform kicked off.With the continuous advancement of institutional reforms,local government institutional reforms have gradually begun.In the system of government institutions in our country,the county-level government is the most basic administrative setup and the forefront of implementing higher-level decisions and arrangements.The county-level government is directly in close contact with the broad masses of the people and is a very important part of our government structure.Looking at the previous institutional reforms since my country’s reform and opening up,the effects of county-level government institutional reforms are closely related to the interests of the people’s lives,and are closely linked to the modernization of the governance system and governance capabilities.Institutional reform is still in the process of continuous advancement,but the reform is not easy to speak of.Whether the problem at this stage can be solved is the key to the reform.Taking the problems encountered in the process of promoting institutional reform in P County,Shandong Province as an example,based on the study of the county’s institutional reform,we focused on analyzing the problems and their causes of the county-level government in our country’s institutional reforms,and discussed the problems encountered in the reforms.Put forward countermeasures and suggestions for the problems.The purpose can provide some reference for the reform of county-level government institutions,so that the reform can proceed smoothly,and promote the modernization of government governance in our country.First,define the research object and introduce the relevant theories of institutional reform.On the basis of consulting the relevant theoretical concepts and research status at home and abroad,according to the actual situation of our country,some concepts are clarified,and the new public management theory and governance theory are used as the theoretical basis.Second,a comprehensive review of the institutional reforms of the State Council and P County since my country’s reform and opening up.The previous institutional reforms have achieved significant results in the transformation of government functions,the streamlining of institutional personnel,and the transformation of management methods.Thirdly,according to the actual situation of my country’s current institutional reforms,we analyzed the functional coordination of the county-level government institutions after the integration of government institutions in the reform of the county-level government,the supervision mechanism in the institutional reforms,and the psychological fluctuations of the personnel involved in the reform.After the reform,there are still problems in the contradiction between supply and demand in the establishment of institutions.It is believed that the reasons for the problems are that the function division system of government agencies is not perfect,the supervision level and collaboration are not enough,the interests of personnel and social benefits are not balanced,and the compilation of approved standards is unscientific.Finally,according to the causes of the problems,it is proposed to build a scientific and comprehensive government agency function system,build an efficient and coordinated supervision system,establish a personnel transfer guarantee system,and formulate scientific and standardized countermeasures for the establishment of approval standards. |
