The ideology of regarding people as foundation of a country is important part of traditional political culture's content in China. Originating in the period of Spring and Autumn and warring states, it calls for restraining monarchical power and caring about the commons. After the establishment of feudalism, the ideology of regarding people as foundation of a country was utilized as a ruling skill by the rulers. With the development of commercial economy, the ideology was hit by modern western political thought and changed to provide theoretical basis for accepting western politics theory and rejecting feudalism, which requires social reform's transition from politics to economics to meet socialist's demand. Mao Zedong made the ideology change to be the requirement of eliminating feudal system from ruling skill, which reflects essential transition of the ideology; Deng Xiaoping established a connection between socialist and people's attitude towards it, which indicates the tendency of people-based thought in China; Jiang Zemin regard representing the fundamental interests of the overwhelming majority of the Chinese people as the most important aspect of "Three Represents", emphasizing the importance to ensure people to realize their rights on system construction, stressing the necessity to love people and inquire citizens frequently, to bear the responsibly to serve people, to fulfill people's demand by proper policies and do more things to profit people, which mirrors new characteristics of people-based thought; Human-based thought, brought forward as the appearance of scientific concept of development, implies that the meaning of "RenMin" turns back to an individual from the notion that has collective significance ,and requires to develop men's creative ability as well as taking care of the weak groups, which makes a completely new explanation of original ideology. Practice proves that human-based thought and democracy are not opposite wholly and the thought will not disappear until the fully development of citizen consciousness.
