Since accession to the WTO organization in December 2001, the discussion of Non-Market Economy Status has been a hot topic, thousands of papers and reports voiced themselves at various medium like newspapers, magazines and academic journals. The majority hold that Non-Market Economy Status is a critical/key element affecting Anti-Dumping against China and damaging Chinese export.Anyhow, this paper draws another viewpoint by analyzing current popular stand-points, digging out the underlying reasons through illustration of macro-economic data and Anti-dumping cases. It says that Non-market Economy not the real reason affecting Anti-dumping, but others like Taxation Rebate, geometric increase of Chinese export goods with bottom prices, poor accounting system and so on. To disperse the shadow of Anti-dumping against China, six measures such as strengthening reform of macro-economic policy like exchange system, adjusting taxation rebate rate based on different merchandise and establishing modern corporate governance hierarchy, must be adopted, so as to ensure a fair & harmonic trade environment.
