S Role In Promoting Political Parties In The Constitutional Construction

Constitutionlism is not only a suit of system and rules, but also a sort of belief and value , At the same time , Constitutionlism is a mode to build modern democracy ,freedom ,human rights, and equity government . Political Party is the result of west democracy. It appeared and gradually developed with Europe and North America bourgeois revolutionary. Constitutionlism is connected with Political Party tightly. Firstly they have the same foundation of economy, politics and culture. Secondly, struggles between parties supply new content for constitutionalism system and change old constitutionalism system .Lastly, Political Party whose members are the excellent people is the most important part of constitution system and constitution belief. Political Party takes the great part in building modern democracy government. Party can promote constitutionalism construction, at the same time, it can block constitutionalism construction.In Chinese history we have constitution and a lot of people with lofty ideals, but the road lead to constitutionalism is especially full of frustrations. As the situation of our country is different from that of other country, we have proletariate party in advance .After we succeeded led by CCP, a set of socialism democracy system was founded up and became the legal form of socialism constitution .In modern China ,as the leading party and ruling party ,CCP has sufficient theory foundation to push constitutionalism construction forward. At first, CCP has the same value with constitutionalism .Secondly, CCP is devote to building constitution construction ,party's organizing construction and democracy system .Thirdly, the new theory and innovation of CCP lead Chinese constitutionalism construction go forward. Finally, CCP has broad social foundation and provide guarantee for citizen to maintain and abide constitution.In order to play more important role in building constitutionalism, CCP should summarize historical disciplinarian and absorb experience and lesson of Chinese history .When we study political party system at the view of constitution ,we should have strong consciousness of question ,we should study according to the situation of our country .At last ,we can form a set of theory which is operable and effective .when CCP lead Chinese people to build constitutionalism ,as the ruling party ,at first CCP should distinguish the party's route ,guideline and policy from constitution ,party's policy can't take place of constitution .Secondly ,CCP should lead citizens to understand constitution ,know constitution very well and advocate it .Everyone should build up a kind of belief that constitution is sovereign .At present, social foundation of constitutionalism democracy is greatly expanded .Not only the theory ,but also mentality foundation and consensus condition is weak .New contradiction and new matter have come into being ,which need to be controlled and settled in active and reliable way .Above all ,as long as we stick to Chinese Communist Party's guidance ,as long as all the party's organization and all the party's member of all levels have the consciousness to stick to constitution ,abide constitution constitution can not be ineffective constitutionalism construction can go forward in the right direction.
