The report of the 19 th national congress of the communist party of China puts forward that “Political construction should be given top priority”.From then on,the party’s political construction has quickly become the key word and focus of the new era.The political construction of the party is the fundamental construction,which determines the direction and effect of the party construction.The development of the party’s constructions is always inseparable from political construction,which is a guarantee.Without political construction,the party’s constructions will be like the water without source and a tree without root.To strengthen the Party’s political construction,we should lay a clear banner on politics,strengthen the Party’s “Four Consciousness”,firm “Four Self-Confidence”,resolutely implement “Two Maintenance”,keep a high degree of consistency with the Party Central Committee and Chairman Xi Jinping.In order to win the great victory of socialism with Chinese characteristics in the new era,we should take a quasi-political orientation,improve political capacity and enhance the spirit of struggle,and resolutely fight against acts that undermine political discipline and rules.It is the fundamental requirement of our party as a Marxist political party to take a clear-cut stand in politics.The political construction is consistently kept on going for communists.Over the past 90-plus years since the founding of the party,our party has attached great importance to ideological and political construction,and combined the direction of construction with the characteristics of the times closely together,no matter in the period of revolution,construction or reform.In the early period of the founding of the party,due to the background of the cooperation between the Kuomintang and the communist party and the ten-year civil war between the Kuomintang and the communist party,the party’s ideological and political construction has gone through arduous exploration and made progress along with some experience and lessons learned.During the anti-Japanese war and liberation war,under the leadership of the Chinese communist party,there was the largest people’s democratic united front formed.The ideological and political construction of the party boomed and was more and more mature.In the early days of the founding of the People’s Republic of China,the socialism ideological and political construction was promoted in all areas,while the political construction of the party was a natural historical process,and it was not bound to be smooth.In the period of construction,the party still adheres to the principle of class struggle,which seriously violates the direction and principle of the party’s ideological and political construction and deviates the party’s ideological and political construction from the correct route.The third plenary session of the eleventh central committee of the communist party of China broke through the bondage of the erroneous “Left” thought,realized to correct the party’s ideological line,re-established the Marxist ideological line,and put the party’s ideological and political construction on the right route.Since the 14 th national congress of the communist party of China,the political construction of the party has been raised to a new height and occupies an increasingly prominent position in the overall work of the party and the country.Entering a new era,the question of “what kind of party to build and how to build such a party” has become an important task for us.The CPC central committee with general secretary Xi Jinping as the core has comprehensively examined and scientifically answered this question from a political and strategic perspective.For the first time,the party’s political construction has been incorporated into the overall layout of the party’s construction and placed in a crucial position.Throughout history,there is no doubt that the CPC has led the Chinese people to achieve remarkable achievements.However,with the development of economy and the continuous expansion of opening-up,there are also many problems in the party’s political construction.Main issues include partial communist party members gradually lose political loyalty,with wonky Marxism faith;the discipline of part party organizations is loose,and democratic centralism carries out ineffectually,etc.These problems are caused by various reasons,including the ideological reason of the communist party members,such as the egoism in human nature,the influence of the world’s diversification,the miss on the Marxist theory and the blind confidence in the existing achievements of socialism;the institutional reasons in the party’s construction,such as the failure to fully implement democratic centralism,inner-party supervision,social supervision,cadre and personnel system,reward and punishment system needed to be improved;big institutional reasons,such as the communist party has not fully played the role of the core leadership,the party’s political ecology has been deteriorated by some party members,etc.Problems in the party’s political construction have seriously damaged its image among the people and may even undermine its ruling foundation.Only by strengthening the party’s political construction can we ensure that the party’s political direction is correct,its political principles are firm,and its political line is correct,thus we can unify the will of the whole party and pool the strength of the whole party,so as to work together for the realization of the party’s program and objectives.To strengthen the Party’s political construction in an all-round way,we should take the clear banner of politics as the basic starting point,and take the strict administration of the Party as the main starting point.Specific construction strategies mainly include the following aspects.Firstly,we should strengthen system construction.We will improve and implement democratic centralism,improve the inspection and supervision system,and improve the system of selecting and employing leading cadres.Secondly,we should strengthen the construction of political culture within the Party.We should vigorously promote the correct values within the Party,comprehensively strengthen the Party spirit of Party members,inherit and develop the Party’s fine style of work,and improve the form of Ideological and political education within the Party.Thirdly,we should improve the level of Party’s governance modernization,incorporate the Party’s political construction into the national governance modernization system and the Party’s information construction system.We also should utilize the think tank,and enhance the communication between the CPC and the political parties of all countries in the world.Only in this way can the Party’s political construction be strengthened in an all-round way,thus promoting the development of the new great project of Party building.
