With the development of the economic globalization around the world and the increase of tariff concession, the protection to domestic industry by tarriff has dramatically undermined by reduction commitments of related parries. In order to protect their domestic industry, more and more non-tarriff measures have been employed by states. In free trade areas (shortened as 'FTAs'), rules of origin are widely launched to protect the security of economy and politics, but there is little effort focusing on the subject in contrast to many concentrating on rules of origin of states.Recognizing the gradual importance of trade in services for the growth and development of the world economy, it is extremely necessary to establish new rules of origin in this area. However it is unfortunate that at present there is little study on the rules of origin in services, and there are even fewer articles concerning the rules of origin in services in FTAs.As a member state of WTO, China has actively participated in world trade system and especially participated in FTAs. Having in mind the early achievement of progressively higher levels of liberalization of trade in services of our own country, we shall cast more light on the research of this topic. In consideration of the significant importance of the rules of origin in FTAs and the rareness of the research, this thesis makes full use of the experiences of the enactment of rules of origin in other FTAs at first, then analyses the characteristics of rules of origin in FTAs, and finally puts forward a blueprint of rules of origin in FTAs.This thesis, more than thirty thousand words, consists of four sections.Section Ⅰ presents an introduction of rules of origin in FTAs, including the definition and sorts of rules of origin, especially the definition of rules of origin on trade in services; summarizes the effect of rules of origin, covering the special uses and status of rules of origin in FTAs, demonstrates the economic, political and legal causes of this specialality, as well.Section Ⅱ is a bird-eye-view of rules of origin on trade in goods in FTAs. This section highlights the main points of rules of origin in goods in FTAs at present, and illustrates them by six little sections: criterion of origin, rules ofcumulation of origin, rules of direct transport, rules of package, certificate of origins well as rules of supervisal and management. Based on above research, we can surprisingly find some characters of the rules of origin in different FIAs.Section III focuses on rules of origin on trade in services in FIAs. Tliis section shows the definition and speciality of trade in services, distinguishes services from goods, and brings forward the principle of enacting the rules of origin in services in FIAs on the basis of the related rules in EU.Section IV draws the blueprint of rules of origin in FIAs which our country entered. This section is divided into two parts. Firstly, about rules of origin in goods, comments their status quo in the FIAs our country has participated, and the auther puts forward a proposal for their upgrading as well as the improvements of China in particularly. Secondly, with respect on rules of origin in services, the author prescribes their status quo in the FIAs China has participated, and provides recommendation on measures to ameliorate them.
