Study On Rules Of Origin And Origin Procedures Under Trans-Pacific-Partnership Agreement

As a "nationality" of a product in the international goods and services trade,the rules of origin play an important role in many aspects,such as tariff or non-tariff treatments,trade statistics and so on.Rules of origin under free trade agreement,including rules of origin and procedures of origin,are of great significance in regional trade agreements.The Trans-Pacific-Partnership Agreement(TPP),which is dominated by the United States,has published its full text.The TPP agreement covers a wide range of trade and geographical areas,representing a high standard of trade text in the 21 th Century.The third chapter of the TPP agreement is the main research object of this paper.The rules of origin under the TPP Agreement consist of completely original and being produced using non-originating materials.The Product-Specific-Rules used a variety calculation methods of regional valuecontent that protect the important commodities strict.The procedures are designed on the concept of importers-primary-responsibility.These two points indicate the United States learned lessons from the North American Free Trade Agreement,which makes a important reference to China to achieve more standardized in the construction of free trade area.
