Analysis Of Information Management Issues In Policy Implementation In China

Public policy is the main method of government to keep the society in order and propel it develops. However, in China, many polices can't do because of sorts of reasons, which, subsequently, results in many social problems. Thus here I'm going to improve the policies implementation (PI) with the view-point of information-management (IM).Based on the studies in this field, this paper mainly consists of sections as follows: the first section is that PI is such a course including a pulling-system from value-chains and a controlling-system from liability-chains, the destination of which is to realize public value. Fatherly, I give an explanation of the ingredients and function of the information in PI. Thus my conclusion is that to improve the IM is the fundamental approach of elevating PI.The second section. Here I conceived a theory model with the joint of precedent studies and my thoughts. The model includes eleven points: goal, essence, probability & resources, key-procedure, the best ladder, identify, principles, process, emphasis, value & weigh, between ideal & reality. This model has three innovation: First, it is to make the information-cycle united and precise. Second, to think highly of value when un-deny the importance of technique. Third, it's to study the information movement with a one-package sight and among the circumstances.The third section. We have achieved apparent progress adapted to special social period. But generally speaking today it's under a pressure of improvement because of information covering which includes information delay, information disturb, and information invalidity. Information covering comes into being in the processes of information movement such as generating, delivering, and operating.The forth section. To deal with the problem, we should construct a frame of IM in public administration on the basis of the theory model. The modernization achievements provide its social premise, while the joint of information, liability and value provides the mechanic premise. Then we should implement system and mechanic innovation to live out our goal of improvement.The last section. I testify my research with analyses of the example of Nandan-accident.
