Look At China's Urban Poverty Reduction Policies And Practices From The Principles Of Social Justice

In the 1990s,especially in the last few years, "a poor group of city in new period" has gradually emerged in our country. This poor group of city, whose composition, reason, situation of survival, state of mind and trend of needs, is different from people of poor group in the past. The principle of "society justice" should be a basic value basis for the policy to help the poor group of city. But "society justice" is a historical concept, which is marked by quite different connotations and understandings in the different historical periods. Obviously the policies to help the poor group of city and the idea of "society justice" have not adjusted the new fact. Therefore, it is extremely required that a new idea of "society justice" guide the policy and the practice to help the poor group of city, and the new idea will also give the rationalization proposals to the wok of helping the poor group of city. We think that it will contribute to improving the policy and sledding the work. At the same time, it is also very important to maintain the society solidarity, facilitate the progress of modernization and construct a harmonious society.This paper includes four parts. Chapter 1 recommends the ides of "society justice", which is reenacted in the policy and the practice to help the poor group of city before the reform and opening to the outside world. In that time, the idea of "society justice" is the idea of "equalitarianism", which is governed by the scientist thinking. Chapter 2 recommends the advent of the new poor group of city and the challenge for the wok. This chapter shows concern for the composition, situation of survival, state of mind, trend of needs and the sexual variations in this poor group. And it analyses the reasons.
