Enterprise staff s training was the main way and the essence of human resources development, it has significant importance for improving the whole quality of the personnel of enterprises, promoting national economy to be developed continuously and healthily, promoting state-owned enterprises to establish system of modern enterprise and adapt to new economic environment after the accession to WTO, etc.In the times of knowledge economy, the competition of enterprise dependent on the one of talent that relay on the contest of knowledge and wisdom. Thus, the only way for a enterprise to keep the advantage in all these contests keeping on absorbing new knowledge and training new skill. That is because no matter how abundant the funds are and how advanced the equipment are, it was used and managed by man at the end . Hence, training of employees is the key for promoting of human resource for a enterprise.This paper is divided into fore chapters. The first chapter deals with the essential content of human resources, discussing the definition, character, principle and significant meaning of enterprise staff s training. The second chapter is introducing the present situation of the staff s training in the Coal Mining Bureau. The existing problems in the staff s training are found out, and then analysis is made of and mistakes in state-owned enterprise staff s training. The third chapter is discussing the excellent enterprise staff s training inside and outside country. The forth chapter is also a key of the article, the counter-measures are proposed for staff s training in the state-owned enterprise.
