| As Party building work in state-owned enterprises is an important part of the Party’s construction,state-owned H Company in Guangdong Province always upholds the leadership of the Party and strengthens the Party building work to actively explore the work of building learning-based primary-level Party organizations.Taking the practical case of the construction of a learning-based primary-level Party organization in state-owned H Company in Guangdong Province as the research object,this research was conducted by using the literature research method together with the analysis methods of interview and questionnaire under the guidance of the theory of learning organization.According to the research,despite the fact that state-owned H Company has achieved some good results in the construction of learning-based primary-level party organizations,such as further improvement in the comprehensive quality of party members,stronger infrastructure of primary-level party organizations,more remarkable contribution of party building leadership,etc.,there are still problems such as ambiguity in the establishment and application of work objectives and evaluation indicators,failure of the learning system of team activities and mutual collaboration,lack of organizational atmosphere of pioneering and full-member learning,weakened effectiveness of the mechanism of supervision and rectification and mental training,and lack of consensus in the construction of unity and cohesion.These were primarily due to the absence of dynamic learning and holistic thinking through systematic thinking,ineffective collaboration and knowledge-sharing mechanisms for team learning,the need to improve the internal motivation and learning conditions for self-transcendence,the lack of self-examination and supervision and formal methods for improving the mind,and the weak foundation for a shared vision of learning culture and resource sharing.In view of the above problems,the author made an in-depth analysis one by one from the construction of five subsystems: system thinking,team learning,self-transcendence,mental model and common vision of the learning-based primary-level party organization of state-owned H company in Guangdong Province,and proposed 15 measures to facilitate the construction of learning-based primary-level Party organizations in state-owned enterprises,such as promoting the exchanges and learning of the dual systems,setting strategic goals for high-quality development,deepening the process of integrating party building and business,forming an efficient team,increasing team guidance,storing and transforming knowledge,establishing learning values,expanding learning channels,improving incentive systems,strengthening supervision and inspection,organizing small gatherings of Party members,strengthening communication and learning,lay a political foundation,creating a cultural atmosphere,and establishing an innovation and entrepreneurship organization together.These measures were proposed with the hope to bring forward better path and measures for the construction of learning-based primary-level party organizations in state-owned enterprises and to present new practical experiences and theoretical results for the construction of learning-based primary-level party organizations in state-owned enterprises.In addition to drawing on the theoretical experience of mature learning organizations,making efforts to create and forming a strong atmosphere that values learning,advocating learning,insisting on learning,being eager to learn,and firmly establishing the concept of learning for all members of the primary-level party organization and lifelong learning for party members,a learning-based primary-level Party organization of a state-owned enterprise is also required to continuously enhance the creativity,cohesion and combativeness of the primary-level Party organization,and continuously improve the core competitiveness of the enterprise in accordance with requirements of being armed with scientific theories,having a global vision,being good at mastering the laws and being innovative,so as to comply with the higher hierarchy,higher level and more intense competition. |
