The Fair Value Orientation Of Public Policy In China

There is essential relation between public policy and value. The problem of value is a basic theoretical problem of political science. Among numerous choices of value in public policy, justice and efficiency is a dilemma to the government conduct. In this thesis, it points out the current public policy more and more emphasizes justice as the basic goal of value, and concludes that the basic value take of public policy should be justice, instead of efficiency. In the first part of this thesis, it defines the meanings of justice: Justice is a value measurement which can assess the social relation between people involved in the distribution of interest, and it can coordinate and balance with the equality and efficiency. It is the theoretical basis of this whole thesis. And in the second part, it inspects the value pursuit of public policy in both china and west countries, and find out the reasonable value choice of public policy in both China and west countries must be on the basis of justice. And then, this thesis, from the angle of both theory and fact, it inspects the reasons why justice is the value take of public policy: (1) Justice embodies the essence of public policy and is the precondition for public policy to function fully. (2) Justice is the essential content of democracy, and democracy with stable unity of the country determines that justice is the fundamental conditions of socialism. (3) Justice is required by socialism to be the value take of public policy. (4) Justice is the preconditions for market economy to run properly and efficiently, so justice is required logically by the function of market economy. So justice as value take of public policy is essentially required by several aspects. In the last part, it suggests on how to reconstruct the public policy of our country under the guide of justice: Firstly, we should handle well with the relation between justice and efficiency. Public policy should be on the principle of "Justice first, both efficiency". Secondly, the principle of justice should be coherent through the whole process of public policy, including public policy making, implement and assessment etc, so that justice would be fully embodied in public policy.
