Turn Of The Century, The International Situation And China-us Relations

After the end of the Cold War and in the period of century alternation, the international situation has a quick change: the international setup has been more complex and in the world appear two distinct inclinations: one aspect is that in the world all kinds of forces re-divide and reunite, the relationship of the main great powers appear thorough adjustment and the trend of the world's Multipolar has new development in the whole world; the other aspect, the U.S.A. attempts to take advantage of his dominant position as the only great power in the world and tries all his best to establish his supremacy in the whole world and a Unipolar world controlled by him. These two inclinations exist together and fight severely to affect the development of the international situation and the change of the international setup. Many forces exist and develop together, rise steadily; multipolar trend can't be changed and advances tortuously. The supremacy of the U.S.A. acts arbitrarily and gains on supporting. His attempt to set unipolar world isn't equal to his ambition and hard to realize. This kind of feature of the change for international situation and setup is an important factor to limit the development of the world's international relationship and also an important one to limit the development of Sino-U.S. relation.Sino-U.S. relation is the focus of world attention. It not only relates to the benefits of the U.S.A. and China, but also relates to the peace and steady of both the Asian-Pacific areas and the whole world. China is the most powerful developing country in the world, which has a fast development in economy, a quick strengthening of the integrated powers and a great improvement of the international status. The U.S.A. is the most powerful developed country in the world; whose integrated powers are second to none and whose influence are obvious in the international politics and economy. Both the U.S.A. and China are permanent members of the Security Council in the U.N. and they should be responsible to the world's peace, security and development together. But as Sino-U.S.relation is greatly affected by the international situation and setup, many varieties are added to that. The U.S.A. pursues supremacy, attempts the unipolar world and takes the two-side policies of both approach and containment; meanwhile, China persists on the policies of rising peacefully, protecting all humans' interests, trying to coexist with the U.S.A. peacefully, trying cooperation and seldom to confront. But China firmly resists the containment and the supremacy of the U.S.A. All the above decide the complexity of the Sino-U.S. relation. At present, the Sino-U.S. relation has changed from "Outside Force" to "Inside Force". The factors to influence the Sino-U.S. relation also change from "External" to "Internal". The main internal factors include consciousness, strategic security interests, Taiwan Matter, commercial relations and so on. Comparing with the Cold War, these features have some relative alternations. We should be directed by Deng Xiaoping International Strategic Thoughts and be based on the ideas of " Multipolar World" and "Rising Peacefully"; we should pay great attention to analyze the new characters of these factors and the influence of them to Sino-U.S. relation; we should try our best to search out the foreign policies and the external strategy choices which can best achieve the national benefits of China.
