View On The Establishment Of New Pattern Of National Relations From The Development Of Sino-Russian Relation

For the most part, Sino-Soviet relations has consisted of 10-year friendship, 10-year debate, 10-year antagonism, 10-year alleviation in the 42 years from the foundation of the P.R.C. in 1949 to the disintegration of the Soviet Unions in 1991.The unfriendly period was longer than the friendly period, which gave both parties heavy losses. However, over the past 10 years, Sino-Russian relations has advanced continuously three stages: from good neighborliness and friendship to constructive partnership, then to strategically coordinated partnership. It develops and has obtained great achievements in politics, economy, military affairs, culture, education and etc. The bilateral relations of Sino-Soviet is even superior to the friendship of them in 1950's. Based on the brief reviewing the history of Sino-Soviet relations, this article analyzes comparatively the characters of Sino-Soviet and Sino-Russian relations, expounds the reasons for the establishment of Sino-Russian relations, and points out that Sino-Russian relations is a new pattern of national relations. Vertically, Sino-Russian relation is the result from rethinking Sino-Soviet relations, and horizontally is the model in the moderation between powers after the cold war. Sino-Russian relation has changed from form alliance to do not form alliance and do not aim at the third party, from resist to the coordination , from see the consciousness benefits as the highest benefit to regard the national economic benefits as the center .And in the Sino-Russian relation , affection factor and non-reasonableness factor from has replaced by reasonableness factor. And Sino-Russia has developed mechanism system to guarantee their relation. The new pattern of Sino-Russian relation has complied with the trend of democratization of international relations. It promotes the peace and development of the world and region.
