A great problem that the ruling Party's construction must solve well from beginning to end is to insist on the class character and advance character of the party, mean while make great efforts to enlarge the representativeness and social base of the party. Whether a party seizes state power or not, consolidate its ruling position or not, its key is whether the party can gain the universal upholding and support of the masses or not, has a firm class base and widespread masses base or not. Under the guiding of the universal principle-Marxism, being based on the fact of China, our party attaches great importance to the construction of these two bases.
