| With the development of the State Owned Enterprise (SOE) towards market-orientation and internationalization, especially after China's entry into WTO, human resources has become the core of competition among the enterprises. At present many excellent employees of SOE have outflowed to the foreign-invested companies and private enterprises, which is an obvious tendency of the competition of human resources. The reason is that the reasonable and effective impelling systems adopted by the private enterprises and foreign-invested companies are attractive to many talent. Combining the new impelling program of Liaohua Chemical Plant, the author makes a full discussion in this article about the importance of the impelling system to the enterprise development on the basis of impelling system theory.There are 4 parts in the article. Part 1 makes a brief introduction about the basic theory of impelling system, the content of part 2 is the evaluation of the present situation of Liaohua Chemical Plant, re-designing impelling system of Liaohua Chemical Plant in the third part, finally give an all-around assessment of the new impelling system.The new impelling system resulting from the research has been put into use and acquired the expected effect. Hence, the conclusion has been made that SOE can develop gloriously all over again as long as the reasonable impelling system is adopted with other accessory measures. |
