The setting and completing of enterprise encouraging system is the urgent need of all the work members of an enterprise as well as the objective need of an enterprise's survival and development. Without complete personnel resource management and encouraging system, it is hard to set up the system of distribution according to work with true meaning. Liaohua Electrical Power Repairing and Installment Company(LHDX) is a small state-operated enterprise which has inefficiency, less-market competing power, spirit of bringing forth the new ideas and unfair distribution system, therefore, to set up a new encouraging system with its special character is the necessary way and workable measure which can shift the hardship that an enterprise faces at present.In this paper, through practical investigation, spot visit and scientific analysis, the problem which exits in the enterprise's inside encouraging system is studied, and by inducing, the following problems are pointed out: first lacking scientific result examination system, unfair distribution system; second disjointed distribution and personal work-effect, lacking enterprise loudening power, lass of use-full personnel, lacking power of bringing forth the new ideas. In this paper, according the practical situation and combining with the theory of encouraging system, the author analyzed the problem in this enterprise and thought that the main reasons . And these measure are: first stringing then management of work-effect, reducing the rate of fixed salary, combining prize distribution with the work-effect; second system of standard work-hour that carried out on workers who work in product ion, technical staff setting up technical key task subject, enlarging risk mortgage on managers, year salary for managers; third floating salary for worker, establishing special training prize fund, flexible management of work-hour, establishing such encouraging system as worker's holiday with salary. The aim is to remove the "iron-rice bowl" in the enterprise and to rebuild the system of distribution according to work and to realize the value of personal resource in a real way and set up scientific management idea which can base everything on people.In this paper, in the author's opinion, to set up competitive encouraging system in the enterprise is the inevitable enterprise reform result and also the inevitable result that an enterprise set up scientific management idea of basing everything on people and the powerful guarantee for which state-operated enterprise join WTO's all-side competition in the world, the inevitable result that an enterprise transform to modern system and the inevitable demand that an enterprise wants to survive and develop. The encouraging measure designed in this paper is also good for other small state-operated enterprise and has a deep meaning to study personnel resource management and encouraging system in state-operated enterprise as well.
