Research On The Construction System Of Struggling Against Corruption And Encouraging Honest Administration Of Zhou Kou He Nao Province

China is in rapid social reform during nowadays. Because of the imperfectanti-corruption mechanisms, the weak supervision, the dregs of traditional culture andthe impact of foreign decadent ideas, the problems of corruption is becoming prominentand the situation of anti-corruption is also becoming stern. Therefore, building anefficient construction system of struggling against corruption and encouraging honestadministration, which is also conform to China’s own national condition, hasincreasingly become the consensus of the Chinese communists, the Chinese governmentand all Chinese people. The white paper of <<China’s anti-corruption and constructionof an honest administration>> made it clear that, we should persist in both treating thesurface and essence and the making comprehensive treatment. Moreover, we shouldpersist in carrying out both of punishment and prevention, focusing on the principle ofprevention, and also establishing a sound punishing system and preventing corruptionsystem. The outline of China’s “12thFive-Year Plan” also clearly indicated that, itshould focus on completing the system of punishing and preventing corruption, andstrengthening the construction of struggling against corruption and encouraging honestadministration. These also provide an important guiding ideology for the new period’sconstruction system of struggling against corruption and encouraging honestadministration of China.This article follows the basic idea of “strengthening the theoretical basis ofstruggling against corruption and encouraging honest administration--empiricalanalysis of the Zhou Kou’s construction status of anti-corruption and honestadministration encouragement—the scientific construction system of anti-corruptionand honest administration encouragement for Zhou Kou. By using of the Marx doctrineand related theory of the international community’s anti-corruption and honestadministration encouragement, and also combined with the concrete practice of theconstruction of anti-corruption and honest administration encouragement of Zhou Kou(in Henan Province), we could explore the process of the construction history of ZhouKou’s anti-corruption and honest administration encouragement. And can also discussthe main experience and the problems. Besides, this article refers back to many foreigncountries’ practical experiences and lessons of building a construction system of anti-corruption and honest administration encouragement. Then this article bases fromthe aspects of prevention system, punishment system, education system, security system,cooperation system and as well as the evaluation system, in order to build a constructionsystem of struggling against corruption and encouraging honest administration, which isalso conform to the actual situation of Zhou Kou, and also in order to promote localgovernment’s construction system of anti-corruption and encouragement of honestadministration. In general, this article is divided into the following six parts:Part I: Introduction. This part mainly introduces the background, purpose andmeaning of choosing this topic, and also discusses the research status at home andabroad. Moreover, this article indicates the main research ideas and methods in detail.Part II: This part is the theoretical analysis of the construction system of strugglingagainst corruption and encouraging honest administration. It is mainly focuses on thetheoretical basis of the construction system of struggling against corruption andencouraging honest administration, and the concrete structure of domestic andinternational construction system of struggling against corruption and encouraginghonest administration, which provides a theoretical basis for further research.Part III: The empirical analysis of the practical construction system of strugglingagainst corruption and encouraging honest administration of Zhou Kou (in He NanProvince). This part of article mainly analysis the historical process of Zhou Kou’sconstruction system of struggling against corruption and encouraging honestadministration, and the essential experience, problem and the causes.Part IV: Building construction system of struggling against corruption andencouraging honest administration for Zhou Kou City (in Henan Province). Firstly, thispart proposes the guiding ideology, work principles and the objectives of positioning ofconstruction system of struggling against corruption and encouraging honestadministration for Zhou Kou City (in Henan Province).
