Officer Candidates Institutions Management System And Mechanism Study

Officer-growing institutions are classified newly to train growing officers of our army after the regularization of institutions in 1999, including synthetic ones and professional ones. This article exerts the methods of whole system and etc to adjust and optimize the interior management system and mechanism of the officer-growing institutions. Firstly, by stating the development of our military institutions in belief and contrasting the management of the local higher institutions and foreign military institutions, the necessities of constructing the institution management system and mechanism of a new type are clarified. Secondly, the paper analysis the management system from three layers which are the organization structure the management subsystem and the power structure, and explicit the thought of optimizing and adjusting the management system. It is put forward that colleges of multiversities should be organized renewedly based on the subject troops and orient functions and cut organs; the decision-making and command subsystems should be perfected; colleges should be organized renewedly based on the subject troops the academic power should exert larger effect. For perfecting management mechanism, it is put forward that objectives are guide competition and encouragement are motive force evaluations are feedback, which contents are also inquired into. Finally, the countermeasures and the ways of perfecting the management system and mechanism are raised further aiming at the different kind of the officer-growing institutions; the building of management system and mechanism should firmly encircle the center of education; advanced information technology and modern management means should be brought; management system and mechanism should be based on normalization and legalization.
