"America's technology transfer towards China" is not only a sensetive term in Sino - U.S. relations, but also the focus of the American domestic political struggle as an important part of Sino - U.S. strategy. In Clinton's first term of office, he carried on the technology transfer policies of Bush administration and released the exports control towards China gradually, on the ground of economic interests. But when the consistence between the two parts disappeared, especially in Clinton's second term of office, the issue became a target of attacks between the two parts and influenced Sino - U.S. relations very badly. With the great developments of todays science and technology, economic interests become increasingly important in the diplomatic policy making. So the efforts of trying to restrict China's development by controlling the high-technology transfer has come to nothing. Thus the American policy makers adopted the "Engagement & Enforcement" policy firom the point of pragmatic diplomacy. According to different international scene and domestic political situation, we can see "release " and " restrict " in America's technology transfer policies towards China in turn.The thesis is composed of preface, text, conclusion and appendix. There includes three parts in the text:Part I : Briefly narrates the America's technology transfer policies towards China before Clinton's administration.Part II: Mainly discusses the America's technology transfer towards China of Clinton's administration, including the backgrounds ?characteristics and the influential factors in policy making and implement.Part HI: Mainly sets forth its influences to American politics and economy.Conclusion: Entirely evaluates how the America's technology transfer towards China issue and Sino - U.S. relations influenced each other.
