Russia has entered into a brand-new era-the Putin Era, since the ex-president Boris Yeltsin resigned his office on December 30th,1999.With the great trust of the Russian people, Putin took over the heavy burden from his ex-president and launched to build a broad Russia at the age of 47. In order to realize the benefits of Russia, strive to regenerate nation and regain its international status, Putin framed the diplomatic strategies and modulated the foreign policies with a flexible and practical attitude. He carried out full-fledgy diplomatic policies which were backing on the Common-wealth of the Independent states so as to balance the relations of eastern and western countries.The article will focus on discussing the diplomatic strategies that have been formulated and implemented by Putin since he took power. The whole content is made up with five parts: the first part is introduction, though which it mainly narrates the characters and developing trends of current international situation, the international status of Russia and the propositions brought forward according to the situation, the national benefits of Russia and the threats it is facing, and the characters of the diplomacy of Russia; the second part mainly narrates the age and the historical background under which thediplomatic strategies of Putin formed; the third part mainly discusses the basic content of the diplomatic strategies, including the diplomatic thoughts, strategic targets and policies of Putin, in which the foreign policies will be emphasized. Because of its length, the article will merely select some most important aspects from the diplomatic preferred directions to discuss, which were constituted in the Ideas of the Dzplomatic Policies of Russia Federation ratified in July, 2000; the fourth part will analyze the advantages as well as the disadvantages about the formulation and implementation of the strategies; the fifth part will forecast the tendency to the five aspects of the diplomacy, and the article will also suggest some countermeasures that Chinese government should take.
