And Marxism has become the common ground of Chinese people for a long time. It is the mainstream of our political culture. Only using western political culture theory to analyze Chinese reality is a kind of ivory-tower action. It's not in line with the principle of being practical and realistic. Dengxiaoping theory is the Chinese Marxism of today. It's deeply rooted in the chinese reality. We must grasp its cultural connotation. The missions of political culture construction in the socialistic modernization are, first, to eliminate the erosion to society caused by the traditional political culture's disadvantage, and second, to form a modern culture value system. To complete these totally depends on the development of democracy and noniocracy. The strategies to make them come true are: first, through villager's self-government to improve farmer's consciousness of participation, justice and democracy to eliminate their feudalistic feelings; second, to maintain the workers?mastership, through the construction of participation mechanism to confirm workers?suffrage, and to help the class of worker show their leading power in the process of political culture modernization; third, through applying the strategy of "ruling the government by law" and "ruling the government by moral" to improve the nomocracy culture construction; fourth ,through ecotypes administrative 3 culture construction to make the government authority's action more efficient. Generally speaking, political culture construction is taking place in the economical and political reform. It is a part of social transform. It will go forward in our country's modernization process.
