It was almost 70 years since franchise policy was adopted in Macau for its gambling industry. During this period, the gambling industry has provided tremendous financial support to the Macao economy. However, due to the incomplete development of the ambling Laws the present governmental regulation of the gambling industry is inefficient, which lacks a systematic procedure. We will be addressing the legal aspect of the gambling industry from a practical point of view, mainly by aiming at the avoidance of creating more social problems and to ensure the normal operation of the gambling industry. After a detailed research of the industry, we realized that the present regulations of the gambling industry is either outdated or there lies the conflict in the principles and regulations which is the cause of the problems in the gambling industry. In order to maintain a balance of the fairness and to ensure the continuation of the industry, we have introduced a ystem Gambling loss will be transformed from natural financial obligation to legal financial obligation. Legalizing gambling loans not only would lower the interest rate for loans, creditors can bring the case to court if the debtor fails to repay the loan. In order to attract more gamblers and to legalize the positions of gambling brokers, gambling brokers may obtain the right to operate in open bids. In order to maintain the fairness of casinos, the gambling rules and payout rates, as well as the future development of online casinos, all these will be under the regulations of the gambling association, to achieve independence on both financial and administrative procedures.
