According to the basic theory and method of performance appraisal and make full use of tools, on the establishment of a Planning Commission supervision of the performance management system and the implementation process of a more systematic explanation and research. A Planning Commission supervision based on their own practice, creative constructs the index system of performance management "diamond" model, namely value index system, evaluation index system, innovation index system and behavioral norms index system for one of the index system of performance management, and make the corresponding system. We through performance planning, performance implementation, performance appraisal management organization and application of performance results, the spiral of performance appraisal. Performance management system inherits the organization development strategy, under the Rev. Organizational management, to enhance the effectiveness of the organization’s management and to establish a service, research and innovation type and embody the humanistic spirit of the health supervision agency played a key role in promoting. At the same time, the operation of the performance management system and the existing problems are analyzed, the performance management system to further improve the development path to put forward ideas and suggestions.In short, this article from a guardian of the practice of carrying out supervision planning, case analysis and experience a detailed review on the establishment and performance management system. The research on health supervision institutions to explore provides a reference for the establishment of a comprehensive performance management system, further enrich the health supervision institutions to establish the method and practice of performance management system, also for the administrative institutions into the ideas and methods of enterprise management, improve service and management efficiency and make exploratory attempt.
